Tackling homelessness in Leicester

Leicester’s Homelessness Charter was established after a group of organisations and individuals, working in the homelessness field, recognised that we can achieve more together than we can separately. The Charter brings a shared vision for the city to end street homelessness, ‘join the dots’  and eliminate gaps in provision and support. 

Led by the Diocese of Leicester and following a series of lively and well-attended workshops, the Charter was launched at Leicester Cathedral in November 2018. Its first signatories were the City Mayor, the Bishop of Leicester, the Police and Crime Commissioner and the Dean of Leicester. Many others, including the Lord Lieutenant attended and also pledged their support.

Six years on, the Charter has a committed oversight and management group, and a developing group of signatories and organisations actively working together. These include major institutions, businesses and statutory and voluntary sector bodies. There is greater understanding of who is doing what, and much better communication across the sector.

Key priorities 2025 -6

  • To build a strong effective coalition to address housing issues;
  • To enable people to find and sustain a tenancy;
  • To ensure the voices of lived experience and sector workers inform policy and decision making;
  • Greater collective awareness of varied needs and challenges across the changing demographic;
  • Partnership working drawing in all relevant agencies;
  • Better pathways for identifiable groups of people at crucial moments in their lives;
  • Professional development and sharing of good practice among front line workers;
  • More informed and better strategic working practice with the NHS;
  • Stronger working relationships with partners across Leicester, Leicestershire and Rutland;
  • Provide a go-to place for local and national information;
  • A joint approach to reviewing, evaluating and celebrating achievements.
