SWEP (Severe Weather Emergency Protocols) is a locally implemented system to safeguard vulnerable people (especially those rough sleeping) during extreme weather conditions. This is activated when the local authority feel there is a risk of loss of life due to the weather. SWEP will provide temporary night shelter for those who are rough sleeping, ensuring they are safe and warm.
