As many of you should be aware, following discussions with the Lord Lieutenant, Mike Kapur OBE and Kevin Buchanan, CEO of Pall-Ex, we have been working on a bringing together the Leicester Homelessness Charter (LHC) and the  Leicester, Leicestershire and Rutland Homelessness Alliance (LLRHA)

 

In light of proposed local authority changes and forthcoming boundary shifts, closer collaboration is essential. While there are nuanced differences between urban and rural homelessness, a united approach will provide a stronger collective voice and enable more effective identification, prevention, and response to shared community issues.

 

This communication provides an update on forthcoming changes to the way the LLRHA and LHC operate. I have also attached the slide deck of initial thoughts that are still being worked on and will be discussed at the LLR Homelessness Alliance meeting.

 

In 2026, a new Charitable Incorporated Organisation (CIO), the Leicester, Leicestershire and Rutland Homelessness Partnership (LLRHP), will be launched. This new charity will bring together the two existing organisations under a single, unified structure. Existing members of the LLRHA and LHC will be invited to re-sign as Associate Members of the LLRHP.

 

Kevin’s enthusiasm for aligning local businesses to support homelessness initiatives has led to a tiered Associate Membership scheme which would be launched for businesses to sign up to as part of the Covenant (please see the attached slides for further details). We hope that working with the business community we will raise awareness of the homelessness sector as well as provide opportunities to expand our resources.

 

All terms of reference and membership paperwork are currently being drafted. Once approval from the Charity Commission and documents has been confirmed, further information will be shared regarding next steps.

 

At this stage, no action is required from any organisation, this is just for information and questions and feedback are welcome.
